Competition Proposal

An open competition that took place in 2012
for the design of the National Library has
met with ethical obstacles. A year later, a
competition for commissioned participants
provoked public dissatisfaction. Adjacent to
important state and cultural institutions – the
Knesset, Supreme Court and government
offices - the site suffers from heavy mobility
and security limitations that restricts
pedestrian movement. In light of this, the
project proposed to transfer the traffic
underground and situate the building nearer
the junction, connecting it to the Rupin
Boulevard planned to become an important
urban axis.
Intended to establish a “Jerusalemite”
building open to the public, while protecting
its historical archives, the design found
expression in a layered envelope of stone
walls behind which are transparent glass
walls, inviting the public inside through a
ceremonial lobby that mediates between
past and present. Beneath is the archive,
and above - the reading and presentation
hall.
