Balancing Socio-spatial Gaps
with low-rise Building Between
Luxury Towers

Luxury neighborhoods recently flourishing in Israel emphasize an
increasing gap between the wealthy and the homeless. One of them
is the “Ir Yamim” neighborhood in Netanya, which though built during
the densification campaign, is paradoxically characterized by a low
density of 13.9 inhabitants per kilometer. Each tower is a detached,
autonomous unit, providing exclusive facilities such as swimming pool,
gym, and leisure activities. Despite the many towers (61), the variety of
apartments is limited to mainly four or more rooms, targeting specific
middle-high class inhabitants. The low density and the distance from the
city center are catalysts for suburbanization, while the aging city center
is weakening.
According to the current outline plan, Netanya is expected to increase its
population by 120,000 residents by the year 2035. The project proposes
to densify the space with a low-rise fabric of affordable housing, public
and commercial functions, all of which, it is hoped, may help moderate
the widening socio-spatial gaps in the country.
