Although brutalism has not progressed in Israel, these buildings have articulated the innovative creativity of the local ״Sabra" building industry. On one hand - crudely muscular, and on the other, steeped in purpose-oriented thought. And no less important, since most brutalist buildings were designed before the air conditioner era, some of them hide behind their prominent geometric expressions, functional space organization, and most importantly, natural shading and ventilation devices. It should also be noted that during the 50’s there was an urgent need to rapidly establish a complex and complete system of public buildings for the forming state - including military bases, hospitals, court houses, universities, bus stations, administrative centers, etc., and including as well, kibbutzim, recovery and public housing that replaced the transit camps - all with meager budgets which dictated the need for fast and cheap construction. The natural choice was bare concrete structures, not because someone thought they were beautiful, but because there was no money to clad them with expensive, decorative materials - this is attested to by the fact that, as private structures, they were usually coated in spray-on decorative plaster, stone or ceramic mosaic. One way or another, since some of these structures mark an important stage in the developmental sequence of Israeli architecture, their destruction is threatening the sequential identity of several expanding locales, and they deserve to be saved, especially as they have survived the hazards of time. In order to facilitate this appropriately it is suggested to recruit conservation forces, which, at one time, the 1980’s, knew how to protect the historically worthy textures.
